Why does Obama refuse to label the Ft. Hood or Germany attacks as terrorist attacks?

The administration anger and public discussions on the Tucson, AZ shooting seems much greater than for either the Ft. Hood or Germany attacks. Why won't Obama label these two attacks where the attacker is screaming "God is Great" as Muslim terrorist attacks? Here is a discussion at Fox News.

One man's terrorist is another man's freedom fighter. Since he refuses to view them as terrorists, I suppose that we now know how that anti-American, Marxist son of a Muslim in the White House views these murderers who murder American soldiers.
20 years in Reverend Wright’s church of “God damn America” prepared him for the White House, but not in a way that most Americans would approve. The left is only displeased with him in that he’s not more radically anti-American, but he has to worry about being re-elected. Then he can do as he pleases in his last term.
