Permits for buying ammunition in Durham, NC

The News & Observer has the story here:

DURHAM -- An effort to get Durham officials to seek legislation that would require people buying ammunition to first obtain a permit has touched off a lobbying campaign by both supporters and opponents.

The Rev. Melvin Whitley of Durham has been lobbying to get what he calls the "Bullet Ownership Bill" on a list of legislation sought by Durham officials in the coming legislative session.

Among the bill's provisions: required permits for buying ammunition and a prohibition on ammunition purchase by several classes of people, including convicted felons, drug addicts and the mentally ill. . . .

considering that

1- it takes usually one single round to cause a lot of mischief,

2- firearms are a 1850-style technology for which even the simplest of machineshop could fabricate parts for

3- substituting a marked bullet for an unmarked one is a triviality

one wonders why the politicians dream up such loony regulation. It will impede only the law-abiding, and not stop for one minute the bad guys...

I wonder if the good Reverend prays for wisdom?

Federal law already prohibits those particular classes of people from possession of firearms and ammunition.

Here in IL we already have a sort of permit to purchase (and posses). It is know as the Firearm Owner Identification card commonly known as the FOID card. Without it you can not legally posses firearms or ammunition.
