Does this explain why the same phenomena exist in other places in the country where people can't freely carry guns?

I think that it helps explain the relative drops for a lot of the country (40 states have now passed right-to-carry laws). The question is not that the crime rate can't also fall in the other states, but that the drop will not be as large and that those states that issue the most permits have the biggest drops in violent crime.

In states that favor banning firearms pressure is on police and government to lower crime rates or reduce crime; to do this they (police) will violate civil rights. For example, police will eavsdrop without court permission more often. In states where firearms are banned there are more police. In states where firearms are banned there are more rules. In states where firearms are banned there is less freedom and more government agents looking over your shoulder. Chicago employs over 12,000 police. None of my opinons are based on any factual statististical reasearch, only my observation.

And finally, crime rates are dropping everywhere at the same time that gun ownership is rising everywhere. But crime drops because of what is on the tv medium: the tv show COPS (Fox network) is a reality based show edited (falsified) to show those predisposed to commit crime that they are up against a superior force (police) that have almost magical powers to catch criminals. Another show [America's Most wanted] makes it easier to catch criminals which deters crime.

Police have also adopted techniques from the military to catch drug dealers (without regard for observing and respecting civil rights); selling drugs is the major source of crime in America, so lowering drug crime will show major drops in crime rates.

And last, police, and government, have learned to distort the number of incidents of crime to lower crime rates. Especially in states that ban firearms. Never trust politicians (government) that oppose gun possession because they don't follow rules and because they'll resort to anything to prove they are right - including restricting freedom.

In states that allow firearm possession their citizens are more free; not only from a civil liberty focus but in a psychological or healthy focus too. If an intruder is on your doorstep you can shoot him yourself - you can make this decision - you don't have to waste time deciding if you must call police - YOU DON'T HAVE TO STAND THERE LIKE A HELPLESS WIMP AND ASK FOR HELP FROM GOVERNMENT TO DO SOMETHING YOU YOURSELF COULD EASILY DO !! In states that ban firearm possession citizens are forced to rely on the lower quality services of government to provide for their safety, which is not safe but more dangerous. Domestic disarmament is degrading for all but gun phobes, and nurtures a sick society into becoming more dependent on government.

Crime rates are dropping because a sick government (that bans freedom)is distorting the truth and dictates to it's citizenry while most Americans, including it's criminals, refuse to believe government would ever behave this way. The war against guns, and drugs, nurtures a war against freedom, and encourages government to become bigger and bullyer, and teaches Americans to depend on government for everything. That's why the NRA is calling the war against guns a war to destroy our freedom.
