If someone can use 50 fake IDs to get unemployment insurance in 8 different states, why should we believe there isn't vote fraud

50 fake IDs to obtain unemployment insurance payments in 8 different states?  Using the fake IDs to set up bank accounts for each of the identities?  If people are able to commit such fraud even when photo IDs are required, such as for banks, what happens when photo IDs aren't even required?
