A bipartisan group of 26 senators asked Director of National Intelligence James Clapper whether the Patriot Act has been interpreted differently "from an intuitive reading of the statute" to allow massive data collected on all American's credit card purchases, pharmacy records, library records, guns, financial information, and on and on.
