George Will and Hilary Rosen on Voter photo ID Laws

About a 100 countries have voter photo ID rules.  Jimmy Carter's commission agreed with Photo IDs for voting.  I have another suggestion.  Would Democrats object to making voters stick their fingers in indelible ink?  Even in Egypt and Iran voters are required to do that
