How to prevent vote fraud in Egypt

Even a very poor country such as Egypt does more to prevent vote fraud than much of the US. Reuters has a picture about a woman showing her ink-stained finger. A Fox News piece only vaguely references that they have tried to do things to make sure that the election results are secure.
