    Actually EPA (the vehicle may not meet emission standards - bot it passed State tests, so...) or Customs (the VIN of this vehicle is among those reported as altered when smuggled into the USA)?

    Because "Homeland security" is threatened more by automobiles than gangs, drugs and terrorists sneaking across our border!
