I bought my first handgun while this system was still in place. Technically, the name of the scheme was "permit to transfer a concealable firearm."
ReplyDeleteNobody I've ever talked to in a position to know ever heard of someone who was convicted or even charged for/of transferring a "concealable firearm" without having done that paperwork.
