Well, he didn't actual say that it wouldn't make a difference; he just said that he hadn't spoken privately with any military people who said it would make a difference. As you've observed previously, he tends to avoid talking with people who might confuse him with facts that contradict his opinions. No change in position here; As his opponent's husband once observed, it all depends on the definition of "is".
